The urban design plan for this project included three tree types of space: a tree-canopied dining terrace, an atrium plaza, and an outdoor garden courtyard. Activities planned for the spaces include: passive seating, dining, performances, exhibits and displays. The design responded to the existing urban fabric by relating the newly created spaces to the adjacent government buildings. Steps for gathering, treed courts, landscaped terraces and a landscaped interior atrium are intentionally orchestrated to dispel the banality usually associated with such government offices. Sculptors Jackie Ferrara and Walter Dusenbery collaborated with the firm to explore a unique approach to integrating art and landscape architecture which would expand the visual richness of the spaces.
